If it is louder than stock, it is illegal under US EPA noise emissions regulations. Period, end of story, if you have Gestapo cops where you live like here in Memphis area, hope you can afford the tickets.
The best pipe is none at all, however, that isn't practical for a street operated bike. I would go with the Jardine or Supertrapp if I wanted it to at least look legal. If I didn't care, which I really don't, straight pipe with no baffle.
